Building Performance Standards
Bring your building to its target.
Oregon’s Building Performance Standard is new, and it’s in effect now. What it asks for sits squarely within our practice: measure how a building uses energy, understand what’s driving it, and optimize it.
BPS begins with energy information, but compliance decisions land on real equipment, controls, operations, occupants, and capital budgets. We connect energy performance data to the physical systems that produce it — so what the analysis finds is answered by the engineering that resolves it.
What the standard requires
Oregon’s Building Performance Standard sets energy use targets for large commercial buildings and phases compliance in over the next several years. Covered buildings report their energy use to the state and are expected to meet an Energy Use Intensity target, or demonstrate a credible path toward one. Which requirements apply, and when, depends on a building’s size and type.
For program requirements, tiers, and deadlines, see the Oregon Department of Energy.
Hand the process to us
Compliance begins with energy data you can defend. You can hand that work to us in full — we establish where a building stands, then keep the record current and complete.
How we help
- Applicability review and compliance timeline
- Utility data collection and validation
- ENERGY STAR Portfolio Manager setup and management
- Energy Use Intensity calculation and target comparison
- State portal submissions and supporting documentation
- Operations and maintenance programs and energy management plans
- Portfolio-level coordination for owners with multiple facilities
When your building doesn’t
meet the standard
A building over its target is an engineering problem, not a paperwork problem. The objective isn’t a report. Our work helps you make informed decisions, prioritize resources, improve operations, and build a credible path to compliance.
Investigation & Analysis
When a building misses its target, the useful question is why. We audit the systems behind the number — control sequences, equipment condition, ventilation strategy, central plant performance — then prioritize what to do about it against reliability, occupant comfort, and your capital planning cycle.
Operational Improvements
Not every path to compliance runs through a capital project. Many buildings recover real performance from corrected sequences, verified sensors and setpoints, and better scheduling — gains we deliver through existing building commissioning, ongoing commissioning, and Monitoring-Based Commissioning, then verify rather than assume.
Engineering & Implementation
When compliance requires physical change, we design and deliver it — HVAC modifications, equipment replacement, controls upgrades, central plant improvements, electrification planning — through construction documents and construction support. The team that found the opportunity engineers the solution.
Start where you need to
An owner may need the full path or a single piece of it: early readiness, benchmarking, technical documentation, system investigation, engineering, implementation, or performance verification. We’ll tell you plainly which one your building needs.
Done early, this is groundwork. A clean baseline tells you where you stand, what it will take to close the gap, and which buildings deserve attention first — well before a deadline forces the question.
